HalftonePro - Vector Halftone Generator
This link provides the images to be converted into halftones of different patterns like radial/waves . Does any one know how to make similar halftones in illustrator?
I tried photoshop hard mix but I am looking for perfect dots in circular or any other pattern. I realized it is done better in illustrator?

It works by using that plugin.
There are some rather simple halftone that you can create in Illustrator alone. The more complex ones need that plugin.
This one can be created using only Illustrator and a free script:
You place an image, unse Object > Create object mosaic.
Then convert the suqares into circles using Effects > Convert to shape > ellipse
Then use the script by John Wundes: Size by Luminance wundes.com

What do you mean by "really works"? What it does with Illustrator graphics? What mathematical formulae it follows? How it can make vector halftones when they are a raster concept? Why it looks ok? Why it looks weird...?

Not just a direct tool for achieving the same.

As you see, this is a workaround. Just for this simple effect you need a workaround.
For stuff beyond this, you need plugins.
Or maybe write a script yourself.
