I saw this icon briefly in Illustrator, but never saw it before. What is it called? How do you invoke it? What does it do?

That is the variable width tool, when you go over a point that has had the variable width modified.

Shift W is the key command to switch to variable width tool incase you have trouble finding.

Thanks Mike! I think it's amazing how Illustrator always has new mysteries to slowly reveal to you!

For some confused reason, I was sure I was in a black Selection tool arrow, and thought I was seeing something seldom seen. It was the width tool, of  course.
