What is this useful group called, and how can I make it appear always?

Sometimes when I select something this useful group appears in my menu bar:

I prefer it to the Transform Panel, because of the up/down arrows. But it isn't always there, ad it doesn't always appear with every selection. What is it called, and can I make it ever-present?

Analyze the other items in the control panel that appear and deactivate what you don't need.

You can't make it always present. You can only hide as many of the other groups as only possible, so that it then will appear in this way.

Or you can use the properties panel instead.

Here is an example of what frustrates me. When I select the group on the left it appears.Screen Shot 2020-02-24 at 6.28.22 AM.png

 

But when I select the group on the right it doesn't. Why?
