What the hell is going on with Illustrator?

I have the feeling that Illustrator is getting worse and worse.
I create a circle and get a hairy ball.
When I want to create exact figures, for example for smaller icons, an exactly straight line or a run or a simple circle turns into a crater landscape. Nothing about the figures is correct any more.
That can't be!
I had always found Illustrator to be a very precise tool. For a few years now, I can't rely on it!

Looks like a Preview problem to me. It disappears when I switch from GPU to CPU Preview with Cmd (or Ctrl) E.

The problem is not universal: I've opened your test.svg and do not see the hairy ball — all paths are smooth, whether in GPU or CPU. Possibly another app conflicting?

It may be a GPU preview problem, fast but sometimes inaccurate.

Can you check if it goes away when you switch with Cmd or Ctrl E?

I don't know. after I exported/saved it as SVG, the line looks the same or worse

Hi. Please check in the Appearance panel if the circle has some Brush applied. You can click the "Clear Appearance" button on this panel to remove any extra effect, brush, etc.

the red arrow is pointing exactly on the issues.

the circle is out of the line, the rounded corners have a lot of wrinkles, the arrows as well...
