Is there an ETA on any release?

We understand that having Illustrator for Windows computers with ARM architecture-based computers is important to you, and apologize for its unavailability at this time. Lightroom (version 4.1 and later) and Photoshop (version 22.4 and later) run natively on Windows computers that use ARM processors. We are testing and optimizing other apps for these new processors.

The only ARM devices Adobe is supporting and developing for currently are the M-series chips for Apple computers and iPads. I don't think there are any plans for now to develop versions of Adobe applications to run on other ARM-based platforms, such as the ARM-based version of Windows. There is very limited support for the Android platform.

That's some good news there. I hope Illustrator and InDesign are a high priority for ARM/Windows code-base support.
