Where is my healing brush?

I'm trying to remove background blemishes in some JPG images, and many videos are telling me to use the healing brush to do so. However, this tool is not in my toolbar. I have found other resources telling me to play around with my toolbar settings and to check subsets of other tools, and I have followed all of their instructions to no avail. I have even gone to "Edit toolbar" to see the full list of tools available, and it does not exist there either. Where is the healing brush?
