why can't I not get the line at anchor point?
is there an option I can not figure out?

I have been looking at at "General" , but I can't figure out where I have to change it?

Check if any View > Snap to options are active.

Did you check the other alignment options too?

 

Try to disable:

• while drawing
• while moving
• while scaling
