Why would Adobe hide the zoom tool behind the blend tool in the toolbar in Adobe Illustrator? They have nothing to do with each other..shouldn't the zoom be with the hand tool?

Just becouse you can quick use Zoom tool using CTRL/Cmd+Space shortcut - you don't need to choose Zoom at all.Just prez CTRL+Spasce (add Alt if you want to decrease view of your image) and scale your design. Release keys and stil work with previous chosen tool

What version? Tool panel is customizable in later versions of AI.
That said, I haven't used the "Zoom Tool" in 30+ years. I ALWAYS use Cmd+Spacebar+Drag or Cmd+ or Cmd- or even Cmd+1.

Are you able to click on the zoom tool and move it to another area in your tool panel?
If not, then usually hitting "z" key will change to the zoom tool.

Adobe did not do that. Here's how it looks, and they are separate. Let me explain. First, though, the current version of Illustrator is 23.0.4. Which version do you have?
When 2019 (v. 23) first came out, it was too easy to drag and drop the tools behind other tools and users were screaming. Adobe quickly fixed it and now you can do that only when you are in Edit mode. If you have an earlier dot release, then update to 20.0.4 so this does not happen again.
To fix your current issue, click the Edit button (three dots) at the bottom of the toolbar.
When you are in Edit mode, click the menu in the upper right and choose the Advanced toolbar, then return to the menu and click Reset. Now your Zoom tool will return to its proper place.
While you are in Edit mode, you can remove tools you don't use and separate tools you use a lot and save this set out as a new toolbar. But you have to be in Edit mode now, unlike the earlier dot releases where everyone was losing their tools accidentally.
Does this work? If not, ask again.
