Workspace not Working

I am frustrated because I keep having to rework my workspace every time I use the program. I have tried doing Essentials (upper right corner) <Mange Workspace <Clicked on the one I created. Nothing happened and I am forced to rework it again. 

 

Has anyone else experienced this and possibly has a solution?

You may try to export your settings: Edit > My Settings > Export Settings

and import them after resetting the Preferences: How to reset Illustrator Preferences
