    Monika's idea of a brush works well. Here's what it looks like when you take a letter, convert it to outlines, make a copy, change it so that there's no fill and a black outline, and use it to create a scatter brush. You might want to make the stroke thin so that the overlapping lines inside the letter don't make it too dark. Apply that brush to your original letter and adjust the scatter brush settings as needed. You'll need to make a brush for each letter.

    Thanks! If i wanted to animate the effect would I do so in After Effects?

    That would depend on how you want to animate it. You might also consider using Animate CC.
