Hello everyone, I can't figure out why Illustrator bugs out when I zoom in or out quickly with my mouse wheel. I have a 4080 super, so I don't think it's coming from me.

Which system is it?
Does it get better when in the preferences > Performance you turn off "Live Preview"

Oh, I think it's because of my screen resolution, 1920x1080, it doesn't glitch.

Does the mouse have a driver? If it does have a driver it would be a good idea to check for updates. Also check to see if there are any adjustment controls for the scroll wheel.
I'm not very fond at all of using a mouse scroll wheel to zoom in/out within Adobe Illustrator. Even when it works properly the performance is still a bit jerky. I prefer the animated zoom function by pressing the Ctrl+Spacebar keyboard shortcut and dragging the zoom in and out with the left mouse button. The zoom performance is more fluid and easier to fine tune than using a scroll wheel. Plus, if I'm using a tool such as the Pen Tool for drawing and editing paths and I can zoom in/out and hand-pan the artwork view at the same time. Left hand keyboard shortcuts are in roughly the same location on the keyboard.

We understand that encountering technical issues can be frustrating. Would you mind performing a clean reinstallation of the GPU drivers (Intel / NVIDIA / AMD) and setting the Graphics Preference to High-Performance for Illustrator (https://adobe.ly/3QeAxD9) and checking if it helps?
Also, try running Illustrator under Safe Mode (Windows / macOS) and share your observations.
