I am designing something in Adobe Illustrator CS6. Can it be opened in Adobe Illustrator CS2?
You can downsave it.
And then it can be opened, but whoever opens it, might not have too much fun editing it.

One last question. If I sent a PDF file made in illustrator CS6 to someone with illustrator CS2
Would the quality of the pdf lose quality when they print it.
Thank you
Paul

If all they want to do is print it then they shouldn't use Illustrator to open it, but print it from Acrobat.
When they open the PDF in Illustrator, a lot would depend on what is in the PDF.

Hi Paul,
Here's a screenshot that should help you in addition to what Monika mentioned.
Regards,
Om
