Can't delete a linked file or linked layer

I'm working on an image with a couple of jpgs placed in the image. The layers are marked as linked files and I'm trying to discard both of the layers but all options are unavailable  / unresponsive.

How can I access these layers?

I fixed it. I went into the Links Panel and relinked the layer "Links" back to the original jpgs. That fixed it.

Can you please show a screenshot of your Layers panel with all Layers and Sublayers expanded?

Also, try going to the Object menu > Unlock All.
