Trying to create/look for a script/ action that will make a contour line/die line on a new layer in Illustrator.

Either from grouped vector object or using Image trace for a raster image.

Trying to automate a workflow for say "stickers" simple exterior contour shape.

Die Line or Contour line set to overprint in a spot color swatch.

Not sure  how to get an action to move an object to a new layer?

If you have a vector art group you can do a copy of the art, then create a new layer (disable the dialogs) and paste in front which should paste into the new layer (maybe don't have Paste Remembers Layers on). Of course then you'd add the shape using Pathfinder and you can then bring in a swatch from elsewhere or already have it in the document, and your action can also set the overprint.
For rasters, same idea but you would have to use a graphic style to put an approximate outline around your raster image and it would have to be tweaked plenty to smooth out any bumps.
I don't have any time to explain unfortunately but I used to do this a lot years ago, hopefully others can provide a more elaborate answer here for you sooner.

Which version of Illustrator are you using?

Also, can you share a sample Illustrator file (.ai), so one may understand it better and may have a look at it?
