Cursor not in correct spot, blue screen when scrolling

I am having issues with AI, the cursor selects about 2 inches higher than where the cursor shows on screen. When I scroll up the screen where I had been sitting turns blue. When I scroll down past what I am working on it shows up again. 

I have un-installed and reinstalled, updated, all the above. It only happens in AI, all other CC programs seem to be working fine.  Thanks

do you by any chance have Chrome installed? if so try  and turn it off
