With a lot of work, sure. Anything from curly lines with strokes to gradient meshes. Otherwise such semi-random things are usually done more easily in pixel-based programs based on random noises, distortion/ smear effects and custom brushes. PS could do some of it, but more likely this would be a lot easier in Corel Painter, Rebelle, Krita or other tools that have built-in fluid simulation engines for natural media and watercolors.

Like Mylenium said, I think Photoshop is better suited for executing the above texture.

You could do this drippy liquid texture in photoshop. You could use bulge to get the drippy effect, rather than swirling the warp tool in liquify.
