How to create vector (instead of raster) texture layer?

I am trying to create a paper texture background in Adobe Illustrator CC 2017 that I can place behind a vector map that I have created. I want to have the flexibility to zoom into the map at various levels, and not have the textured background get all pixelated.  Obviously, a tiff image won't do this, so I tried to add a texture effect to a solid created in Illustrator, but it still gets pixelated when I zoom in. Am I missing something here? Is it even possible to create a vector paper texture that would allow me to zoom in a great deal, without getting pixelated? Thanks!

what do you want this texture to look like?

Edit: the question really is, how detailed do you want it to be?

for creating texture effects, pixel images are often more efficient. can you achieve the look you want without getting into vast numbers of points & paths?

I wanted it to look like a nice, vintage piece of paper texture, with a good bit of detail since I'll be zooming in close to it.

The pixelation is a matter of resolution. You may try with a very high resolution image or a very high Effect>Raster Effects Settings setting.

A high res image should work fine, the only drawback being a large file size. If your intended output is PDF, this might be an issue. If your intended output is web, this might not be an issue. If you are planning to print the map, an image background is probably better, as a very large complex vector can choke a rip. I'm not sure how David Bergman got his huge image to display so quickly on the web, but you might be able to do something similar with your map. David Bergman Photography

I've created vector textures in the past that look great when you zoom out, but when you zoom into it, your eye will perceive it differently because you can see the elements clearly.

It sounds like a high res image would be the best bet for this situation. Don't forget to check your Document Raster settings and be prepared for a larger file size if embedded.

It is the perfect sweet spot to control, create and import textures in Illustrator.
