How to Scale svg by saving it

after googleing for 4 hrs i decided to ask this question i am using adobe illustrator cs6 and i want to save a .svg

format like this cards.svg

i can scale this by just opening IE and moving the cursor to the edge and scale it that fine

but when i save any image i built in illustrator and then save in svg i cant scale it help me plz

    The cards.svg file is saved "responsive".

    When saving a file from Illustrator this option can be set as well when you are using at least version CC

    It's not always advisabe to save an SVG "responsive".

    You should discuss the matter with the web developer. There are certain things you cannot so with responsive SVGs. On the other hand in the HTML code you can alsways embed SVG in a way that even a not-responsive SVG can be switched to responsive.
