Making a pdf graphic organizer writable

I have a pdf document that I would like to make the sections writable. I was told to purchase adobe illustrator but I don't see anything in the program about making the document writable. I was also told to use the prepare form option in Adobe Pro DC  but I am not creating a form can someone please help me. I am beyond frustrated at this point.

    Are you trying to convert a PDF into a working document in Illustrator or another application, or are you trying to make a PDF that someone can write information into?

    If converting a pdf to another application, Illustrator CAN open PDF files but there are often problems with text and alignments and other oddities but it is do-able. Simply launch Illustrator, choose File>Open... and choose your .pdf file.

    With Acrobat Pro DC you can also convert a PDF to a Word, Powerpoint, or Excel document. This too can have conversion issues but does a decent job most of the time. To do this, Launch Acrobat Pro DC, open your .pdf file and choose File>Export To>Microsoft Word (or spreadsheet or powerpoint)

    What you are probably looking for is the OCR option (Optical Character Recognition) in Acrobat which should give you text blocks which can be modified.

    There is nothing to make "writable". Indeed creating forms is the only way to have editable data fields in a PDF and then you are bound to the limitations of the process.
