Missing Interop.Illustrator.dll for Illustrator 2018

I am working in Visual Studio 2017 and attempting to work with Illustrator. In the past I could go into Add References > COM> Select "Adobe Illustrator CC Type Library" and it would allow me to work with Illustrator in C#.

Since the CC 2019 update (23.0), when I attempt to add the Adobe Illustrator Type Library, I get the error message:

A reference to "Adobe Illustrator CC Type Library" could not be added. Could not register the ActiveX type library 'C:\Program Files\Adobe\Adobe Illustrator CC 2019\Plug-ins\Extensions\ScriptiongSupport.aip'

I am using the latest version of Visual Studio 2017, 15.8.8 and the latest update to Illustrator. I have uninstalled Illustrator and reinstalled it to deal with this issue.
