Been procrasting for years to change the default English keyboard shortcuts for these two basic commands, lazily resorting to the right button instead to perform these essential functions. But, lately, I found myself in need of changing these shortcuts in InDesign. It worked like a charm. I used the same exact "[" and "]" as in the original English version. Here's the Bring to front ("Premier plan", in French) config :
You see the shortcut combination is : Ctrl+Ç
Encouraged, I then moved on to Illustrator to try the same, exact coombination:
In principles, this should work. But it does not.
Nturally, I explored alternative keyboard combinations, like Ctrl + ; which works but is normally the keyboard shortcut to lock guides.
I only use the French version of Illustrator for teaching, the rest of the time, I use the English version.

I just tried : Ctrl + Shift + 1 for Send to back and Ctrl + Shift + 2 for Bring to front.
Both using the numeric keypad.
Bring to front works but not Send to back?
I can see both shortcuts on the menu displayed with their custom shortcuts.
When I issue the Send to back command from the menu, though, it works 😞

Ctrl + Shift + 2 for Send to back and Ctrl + Shift + 3 for Bring to front both work!
Problem (halfway) solved. Now, I'm going to have to amend the same shortcut in inDesign?

The "ctrl + shift + 1" keyboard combination by default is used for the "Reset Rotate view" shortcut, and the "Ctrl + ;" keyboard combination is used for "Lock guides," as you have figured out. I am sorry to hear about your hustle. You can use these keyboard combinations "Ctrl + Shift + 2" for "Send to back" shortcut and "Ctrl + Shift + 3" for "Bring to front" shortcut in InDesign without any conflict.
