Text not displaying correctly (file attached)

I have a map generated from my GIS department (not sure what app) and I need the text on the local and arterial streets to display at the same text size but when I change the size, via the paragraph style or direct select the text does not change correctly.

What happens (direct select):

I select all the street names on the local street layer.

I change the font size to 1.5

Some of the text changes to 1.5 some changes to 2.16 but in the character panel all text is displaying 1.5

if I change the location of the text box the actual text size is displayed in the character panel.

It's difficult to even try and find the issue. This file is too complex and without a detailed step by step description it's impossible to even reproduce the issue.

It might be caused by the grouping of text.

It might be caused by paragraph styles not being properly applied

It might be caused because the file has been generated by some other app or plugin.

But please give us a step by step description.

I've tried removing the grouping and deleting paragraphs styles and I can't see anything unusual applied in the aperance panel.

I’ve simplified the file and below are new step by step instructions on how to recreate my issue.

Steps to recreate my issue:

1. Open the linked file.
2. Select all four text fields
3. Go to the character panel
4. Change the font size to 2 pt

Here is my problem. All the text does not change to the specified 2pt text size.

But if you look at the character panel, it says all the text is at 2pt.

Steps to see the true size of the text:

(After following the step above)

1. Select the text “Front St”
2. Move the text by pressing your right arrow. 

After you move the text, the character panel will change from 2pt to 2.88pt

One of the things I used to have to do is immediately after opening the file in AI is select all and use the arrow keys to move everything one step left and then back to the right. It somehow released a lock  which allowed the font to display the correct size.

This helps, thanks. Any Idea why you have to do this? Did you have to do this all the time or just with AI files created outside of illustrator.

This was required when opening a file from ARC GIS. Never figured out why but that was the solution.
