Unable to change cursor from cross-hair

When I open an AI file, the cursor remains a cross-hair with a prohibited sign (see attached figure).
How do I get back to the normal cursor?

You need to unlock the layer you want to work on and make sure that that layer is highlighted in the Layers panel.
