Accessible PDF: Acrobat ignores order of element and defined in Indesign

Following the official how-tows I have defined every element in Indesign as paragraph format, assigned tags like h1, h2 and p. I created an article with the required elements in planned order and activated "Use for tagging order in PDF" within the article window. Though in Acrobat reading order will be completely different, ironically from down to top, completely ignoring the designed order.
This happens in both complex and single-page documents. Is this a bug (ID 2021, newest version) or is there a general conifiguration I have ignored.
