Adding objects to library

I'm working on a photo book in InDesign 2023, Windows based. I am basing it on a photo book I did in 2019. I do have a copy of that book but unfortunately, the library from it is gone (or at least not showing up). I want to create a library in the new book based on layouts I did in the old book. I haven't created a library in a while, and I've forgotten a lot about it. 

1. Do I first have to create a library with these objects in my 2019 document, and

2. If I do, or even if I don't, how do I copy these objects in my 2023 document?

I think the problem has been resolved. I just opened both the 2019 and the 2023 files, and the library items I created yesterday are in both files. Thank you very much!

You can add items to a library from any version of ID. Are you wanting layout of indesign files or items within an Indesign file? If the latter, drag the item into the CC Library window and it should add.
