Looking for information on the various English choices below, we typically do 90% English in IND and AI (North America) and a few Hebrew/Arabic LTR products.

Which language choice would be the best to run?

Is their information to what is listed below on the website?
When we send our packages to the printer, do they need that version as well?

The ME version for Arabic Hebrew - if that's what you're doing then that's the one to pick.

It works the same as others, just more options for Arabic Hebrew.

You can only install one of them.

It's been a while since I tested it, but the last time I checked, the English (Hebrew) and English (Arabic) localizations were completely identical in functionality. Both have controls for kashidas (only used in Arabic), both have facilities for the insertion of cantillation marks (only used in Hebrew), and so on. Neither the North American nor the International version will have any of those RTL-specific controls in the UI.

The major difference, from my experience, is this: When I reach for the Escape key and accidentally flop my hand on the F1 key instead, then the Help page that opens in my browser is in Arabic. If I had "English (Hebrew)" installed, it'd be in Hebrew.
