Balance text at the top of a two column frame

Is there a way to balance a two column text frame at the top on a new chapter page. I know I could put chapter headings in their own frame and have that span accross the page but I want to keep everything in the threaded text flow as it's a long book. I have forced the chapter title down the page with an invisable rule above (first screen shot). I would like both body copy columns to balance, as in second screen shot, amd do it within character and paragraph styles.
