I may look for a website for Political print ads. Does anyone use a site that has IND templates to use. The turnaround will be quick, so any help would be great.

Yeah, how is a political ad template any different than any other ad?
(I'm resisting the desire to insert some of the offensive advertising from a well-known political leader at this point. 😉

Running for local government in what country? This is an international forum, and political advertising definitely varies internationally.
Where I live in Australia, the Australian Electoral Commission (AEC) has many requirements to meet: Electoral Backgrounder: Electoral communications and authorisation requirements - Australian Elector... (jump down to the part that begins "What particulars must be included in the authorisation of an electoral communication"). Some of these regulations are enough to prevent printers printing electoral material as it must contain the name and address of the printer, and this can polarise a printer's clientele.
Unless your client is an independent party, such as a campaign for a larger political party in Australia, each party has stylesheets that need to be observed.
