I'm working on an Owner's Manual and most its text is formatted in two columns. In several places I've inserted anchored objects which usually consist a warning triangle and then a list of cautions. These objects are surrounded by a border. Is there a way that I can get these objects to flow between columns? Right now, if the entire object can't fit into a column, it moves to the next column and leaves empty space behind. See the screenshot below.

Hi,
I am not aware of any method that can break an anchored frame(or any other frame) to break across columns. Only text can be split across columns. Since the entity you want to split is a frame, i doubt it can be done.

I'm using the paragraph border feature in CC 2018. How can I specify a text inset from the top and bottom so that the box at the top and bottom has space between the text and the border?

Hi,
Open the paragraph panel. From the panel menu click on Paragraph Border and shadinrg. From the dialog change the offsets as needes.
You would need to unchain the fields so that only top and bottom fields are effected. Format paragraphs in Adobe InDesign

That outsets the border beyond the page margins. I want to have the border align with the page margin and the text to inset inside the box.

Do you mean that you want to make the left and right border edge not exceed the margin? but you are fine with how the top and bottom edge of the border appear right now in the above screenshot.
If yes, then please unchain the offsets link and only change the bottom and top offset.

Ok. So in the Paragraph Borders and Shading dialog I have to keep the top and bottom offset, in this case, at .125" and the left and right at 0.Then in order to inset the left and right I have to go the the Paragraph dialog and change that to .125".
I thought it would be in the same dialog. I don't know why anyone would want to have the border outset beyond the margin as a default.

Yes. Were you able to do so then?
They are different since once talks about border offsets while the other refers to text spacing option.
You can also set text frame inset for all the text of your frame. Right click the frame and in text frame options change the insets for the left and right.
Since the original question seems to be answered, I would suggest that if your question is still not resolved m then please start a new thread attaching a suitable screenshot showing what is needed.
