Button sends to wrong page

I have a page with an index in radial form. Each specific name has a rectangle that links to the correct page. But I find that the same link can send to adjacents pages, just by clicking in diferent zones of the button?!

Check the attached video and image.

Maybe its because the button is rotated?!

I tried to open the PDF in Chrome, Preview, Acrobat Pro and Edge. Its the same problem.

A button's hotspot (the area where clicks, hovers, etc. are activated) is not around the text frame itself, but is the bounding area that extends beyond the text frame. And in your situation, the bounding areas will overlap, causing the problem you are experiencing.

Buttons in PDF are wonky in the best of situations. My best possible advice is to abandon this now and use text hyperlinks. The way you have this set up will NEVER work in any output from InDesign.

Buttons must be rectangular and cannot overlap each other.
