I decreased my copy text font size and now my column rules are exceeding their previous upper boundary.
So now do i have to delete them and re-apply all my column rules, is there any adjustment shortcut or function?

For me it works also crossing columns, the problem is that the paragraph shading it's getting too close to the text, so it have to be micro-adjusted and verified, otherwise might clip out parts of the text.
Oh my, first I have set "paper" for the paragraph shading that is supposed to mask the excess ruler endings, and then I changed them to "white" because "paper" is not printing, so it cannot possibly mask the lines for real.
But if you say it means no ink there, then it's okay.
But my printing companies are asking me PDF files, not InDesign files, so it doesn't actually matter, right?
Because in the PDF file, if the background of the document is white (or paper), when exported to PDF white or paper as paragraph shading will both mean "no ink" to the printer, if printing from PDF.
Right?
In my opinion they shouldn't set the ruler start and end points to ascenders and descenders as marked with green on the screenshot.
They should set it to x height and baseline instead.
And in case of text objects within text objects (which the rulers don't seem to account for, instead they treat the text object as an image object), the software should find the closest baseline and x height and trim the rulers there, not at the offset boundaries.

Your shading works across columns, I suppose, because you have no background color behind the text, but this is a really inelegant kludge.

PDF only has ink in the background whre you put it in the .indd. It displays as white on screen only because there is no way to display transparent.

With full-height gutter rules laid onto every page as a starting point, it would take less time to snap 2 or 3 lines to a precise vertical point, using a guide, than, say, to write one post like this. The guide could even be set at the tops of lowercase ascenders if it was so desired.
But alas, that's not 100% automatic.
