See the following article on how to enable Full Disk Access as suggested by Brad @ Roaring Mouse. Just Rreplace Avast with InDesign and follow the instructions

Check your Mac's Privacy &Security settings under Full Disk Access. Your Adobe apps should be there and checked. If not, add them.

Yep, it worked! All my Adobe CC's were there, I had to "hit the button"!
