Is it a MAC on which you are trying. See if InDesign has disk access

If nothing works then using the creative cloud cleaner tool as already suggested would be a good thing to try. Wipe off everything Adobe using that tool and start afresh.

You should also try start the computer in Safe Mode which loads only essential processes and see if InDesign will start. That will tell you if the problem is a conflict with other software running when InDesing is loaded.
