Ok, that's odd. Is this a new InDesign installation? It looks it was incomplete.
I think I would start with an uninstall/reinstall.

If that doesn't work, download the free Adobe CC Cleaner tool to completely uninstall InDesign (the regular uninstall leaves remnants behind) and then reinstall.
