After Indesign reinstall, looks good until I place PDF file on page. This issue returns almost always when I am working with PDF placed in document, most often with Photoshop is running together.

Petr,
Your're talking about the cursor problem right? You installed the Apple update, right?
What version of InDesign?
I'm testing a MacBook Pro with 10.13 (High Sierra), InDesign CC 2017. After installing the Apple update, I placed several PDF pages onto two different files. I could not see any cursor problems.

Same with me. I’ve been placing PDF’s within InDesign all day without issue. And I have Photoshop and Illustrator open too.

Lo Steve... Using InD CS6 v. 8.0
Works great with 10.12.6 beta but latest (and allegedly greatest) High
Sierra final made InD go wonky and constantly crashing when opening a
document.
Thank God for Time Machine!

That's to be expected. I'm surprised you haven't had any issues before this. CS6 is 5 versions old at this point. Being that it will no longer be updated, you can't expect it to keep running without issues as the OS's continue to improve.

Yeh, that's all well and good, but it's been working fine through all
of the Sierra development, up to 10.12.6... Can't afford to get hooked
into Adboe's leasing scheme. Will have to go back to either Quack
Depress or Multi-Ad Creator. Too bad.
