In Arabic-persian text "diacritics" will be omitted on exporting to pdf with or without "enable lagacy..."
I enable this and test and then disabled this and quit and open and nothing resolved.
sample text: ( آشوبِ ) will export ( آشوب )

Thanks for following up and sharing those screenshots. I just gave this a quick test on my end. Could you try clearing the paragraph style overrides from the original paragraph and then exporting the file again to see if the diacritics show up correctly?
If the issue remains, please try changing the font to something like Adobe Arabic and check again. I just tested using Adobe Arabic with the Adobe World-Ready Paragraph Composer, and the diacritic appeared fine in the exported PDF.
Let me know how that goes on your side.

If I clearing the paragraph style overrides, the layout will change and yes diacritics will show up correctly. the main problem is how to export this file without modifing it's layout. Thanks

I copied all text from @sak95456465 InDesign document then pasted it into a fresh InDesign document, I exported it to PDF, the problem still exists.
On the other hand, I pasted the copied text into Apple's Text Edit application, then copied it from there into a fresh InDesign document, and exported it to PDF, there were no issues, all diacritics appeared properly.
I don't know if I'm adding something useful here, however, I still feel that original InDesign document that @sak95456465 was/is working on is carrying issues within it, it could be due to the text coming from a bad source, or any other reason.

It is not fix even in 20.5
until adobe fix it on future weeks or months or years, the solution is forget harfbuzz.
first go to preferences and advanced type and select "enable lebacy text..." then close indesign and start it then export your indesign file to idml and open this idml. what happned? you force indesign to reshape texts by old text shaping and problem solved. Thats it. thanks
