Is it possible to set up a table like this in Indesign?
ie. Having different numbers of columns, on different rows, in the same table, that aren't aligned.
I've got the table set up and merged the columns within each row but I can't see how to have different column widths in each row.

It is not possible to have 'different' column widths, vertically. It can be constructed, though, by creating a large number of columns and horizontally mergin the correct ones to get this exact result. The total number of columns must be that of ALL vertical lines in your example table! (Plus one for the end – that'd make 10 columns here.)
I would not consider such a construction really a "single table" because there is no relation at all between the 3 rows. It is far easier to just create 3 separate tables and make sure there is no space between them. Having a separate table for each column set means you don't continually have to negotiate with the other 2 column sets if you want to change the width of just a single column.
