I am using InDesign CC 2017. Is there a way to disable vertical page scrolling and view just one page at a time while scrolling? I know the shortcut of pressing the alt button while doing page up and page down, but I want to turn the scrolling off altogether.

I want to disable page scrolling for quicker viewing of pages. Having a single page view as seen in adobe reader makes page viewing much more quicker and faster. The panel options do not contain any setting to do this as seen in your screenshots.

That can be redefined in the Keyboard Shortcut editor; change "Previous Spread" and "Next Spread" to work without Alt (by default, plain Page Up and Page Down scroll "per screen").
You cannot change the mouse scrolling behavior though.

I always use the Alt+PgUp, Alt+PgDn shortcut, although it never occurred to me to remap it to plain PgUp/PgDn. (Thank you, [Jongware]—I'm going to go do it now!)
I often choose to proof in Acrobat because it's a fresh look at the file, and I see things that I missed after looking at the InDesign doc for days.
