You can use Cut/Paste to Pull rows from an existing table and make them into a separate table.
You can do the same with columns.

Personally, I'ld do it differently…
Just selecting the rows [in the sample: the 3 "blue" rows] I'ld like to have in the first new table, defining thereby how I want the table to be splitted! …
and 1 click!* …
Especially useful if lots of tables to be splitted!
If a "split"-pattern can be defined [e.g. cell style or para style], the user could just need 1 click! …

There is a script on the forums that will split a table from a cursor point:
[CS 5.5][JS] Split table script
The post has to be read in its entirety as the first script posted isn't quite right, but the solution to make it work is there.
