Do you need to have Flash Player installed on your computer to view the "published online" documents from InDesign?

No you don't need to have Flash Player installed to view "published online" document from InDesign. Once you publish your document, you will get a URL for the published document and an option to view it in your default browser. You can also share the URL. I do not currently have any video in the document. If I were to, would that require flash to be installed?

You don't need Flash to play a video in Publish Online

Some video content may require flash player otherwise Publish Online does not require flash player.

As others have said, Publish Online does not use Flash. At all.
If you want to embed video, make it an H.264 .mp4 file. This is a common video format and is widely supported.
