This is a little complicated and I don't know what the client did exactly, but they gave me a word document with endnotes only, from several different chapters. I am assuming they cut the various chapter endnotes text (only) and pasted them into a new word doc. Thus the endnotes have been separated from the document text with note indicators. When I take this word file and import into indesign, the "import endnotes as static" option does not work. The note numbers cannot be selected, the space between the note number and note text cannot be selected. If I delete a carriage return between two notes, the note number after the carriage return will disappear. I am guessing there is nothing that can be done, but wanted to check before I manually renumber a thousand notes. BTW, the notes that were cut and paste, were edited after cutting them out. So, I can't reimport the original chapter files to get the endnotes as static, because they don't have the edits.

Share the word docx file?
In the condition you describe, would you not simply File > Place these edited endnotes as any regular word docx placement?
You could apply a numbered paragraph style to return the numbering to the text.

I am experimenting with your suggestion with the numbered paragraph style but it is problematic on many levels and the amount of time to resolve those would probably be longer than just hand numbering everything.
Issue 1: Cant place a tab at the beginning of the paragraph as one would be able to with static endnotes. So that means I have to use indents to adjust the first line in paragraph.
Issue 2: Note numbers won't decimal align because I can't use decimal tab per Issue 1.
Issue 3: Because notes for multiple chapters were strung together, Chapter Two notes start numbering where Chapter One notes left off. I.e., Chapter two's first note number will be 15 if the last note in chapter one was 14.
I am pretty much stopping here because I am already several hours into trying to solve this and could have already renumbered everything manually at this point instead of looking for a solution that doesn't meet my specific needs, which is to decimal align the notes and to have notes start at 1. for each chapter.

This time, if you haven't already added all the numbers in yourself, you can do this automatically.
It sounds like perhaps you know how to number paragraphs but don't know that you can right-align the the numbers, restart lists and/or convert auto-numbers to text with a leading tab. Also, we can use a right tab and a dec (decimal) tab interchangeably, unless there are decimal places after the period, which don't happen in numbered lists but once numbered correctly and converted to text, you can set a dec tab.

First, I have been typesetting 30 years and have never had to solve this problem. Thus I am not familiar with the various tools you are using. I appreciate the video but it is very fast and difficult to follow because I don't know when the start point is for the techniques shown, which seems to matter based on my results. Also I have the latest version of Indesign and it behaves very differently from the video. When I select "numbered list" the numbers disappear and no panel pops up. I have to go to Type - B&L Lists, to be able to use convert "numbering to text", which I am probably not using in the correct order of tasks to be done. If I go to Type - Bulleted & Numbered Lists, "restart/continue numbering" is shaded and not selectable. I also have no idea where the floating window is that you used to restart numbering. Unless I know your exact sequence of modifications I don't think I will be able to pull this off.
