Fixed Layout ePUB won't display as 2 page spread

Windows 10, InDesign CC2017

I'm working on a fixed-layout ePUB (cook book). I set the document up at 1000 x 800, web, Facing Pages. It's 72 pages and it passes validation via EPUB-Checker. I'm using bookmarks for the toc. For some reason when I export, with Options set to Based on Doc Setup, the ePUB displays in iBooks with single page layout. I need it to be a 2 page spread. I've never had this issue before. Any ideas why it's doing this?

There’s an option there to export spreads as a single landscape page. Choose that.
