There are known issues with InDesign 20.3.1 EPUB exports. Roll back to 20.0.1 and try it.

Then the question becomes, why are you using something so old?

it's still the same the new one or old one still have that issue.

This isn't related to the ID updates. It's about the font type. If you can open the EPUB and edit the OPF, you can fix this issue yourself. The media type on true type fonts needs to be edited: 

Change it from: media-type="application/x-font-ttf"

to: media-type="application/vnd.ms-opentype"
