You can do it, not with a text frame, but with a single cell table. This will reside inside a text frame but this will not bother you.

Stroke gets applied to all the sides of a geometric shape. There are wasy to make it look otherwise, but you'd have to post more detail as to exactly what you're trying to achieve.

 

If you mean strokes in a table, it is possible to stroke only certain cell/row/column boundaries. Again, if you would post more sepcific details, it would be easier to help.

It is possible to create fancy geometries with the scissor tool, but they are limited.

Here is another. Draw a line where you like it. Change weight choose the style or create your own. You can n modify under properties.
