I am using the 2015.4 release of InDesign, version 11.4.1.102 x64 build.
I am experimenting with using the Publish Online feature to proof out low-resolution web ads to clients (like a staging area). These documents are set up with the intent as web, and the page sizes are defined in pixels. We often have multiple sizes of the same content so it is helpful to have each size as its own page in one InDesign file, send a single link for proofing, and export jpegs only once they are approved.
My issue is that the files are not displaying at actual size in the browser. The size is fluid depending on the width of the browser window, which is not what I want. Customers will get the wrong idea about the files, thinking they may have poor quality photos (if they display too large) or are illegible (if they are too small).
I assume that the display is controlled by the HTML, correct? Is this anything that I can change myself?
Thanks for any help you can provide!

Did you try changing, under the Advance tab in Publish Online dialogue box the resolution to (say) 144PPI.

Thank you for the suggestion, but that still displays the file at the wrong size. It might alleviate the issue where the images show at poor resolution if zoomed in. I'll play with it a little. Thanks!

No, you have absolutely no control over the resulting code when you use the Publish Online option. It is possible to hack into the code and download it, but that requires some technical trickery. Too much work and hassle.
And InDesign's standard html output is useless (probably intentionally crippled to bind the user to Adobe's online solutions).
There might be a solution, though. A simple html export plugin exists, which will export the document at the exact pixel resolution it was designed at. You will have to upload the resulting html files and related assets to your own web server if you need to share the line with clients. The advantage is that you will have full control over the exported result.
The plugin is mentioned and its operation is explained here:

Thank you, I will look into that. I'm trying to create a quick and easy process for my team that mirrors our other workflows, and that solution may be too step-intensive. Good to know this option exists.

It is the case, as @rayek_elfin mentions, that you can't access the code in Publish Online. Scaling the pages is a "feature," which doesn't work for you in this case. The only thing I can think of is this: create an InDesign file that is the largest size of any of your ads. Then place each ad, directly as an InDesign file, on this page (could be a multiple page ID file). I think Publish Online will honor the page, not the object on the page (in this case your InDesign file of the ad). It is an extra step, but not as hacky as trying to mess with the HTML code. And your clients could see the relative sizes of each ad.
