There is no way to change the shape of an InDesign page (other than to virtually any size of rectangle).

You could, though, create a circular set of guidelines, and a circular "page" composed of a white, locked circle shape. Do your layout on layers above the 'page' and below the guidelines.

For digital display, place a black layer behind it all so that the actual (rectangular, white by default) page is invisible. After all, there's no such thing as a circular display, so this kind of maskin

Ask your printer how he needs the file.

Consider how the binding shaoul be.

Draw the circle and another with the needed bleed in a non-printing spot color on a toplayer dedicated only for manual guide lines.

Is the brochure to be printed on is it digital (to be viewed on a screen)?

All pages in InDesign are square or oblong (portrait or landscape) but content can be included inside a circle.

If it's to be printed it would have to be forme cut to shape after printing and it would have to be a single sheet, if it were a complete circle.

A bit more information would be helpful.

You'll need to bring the whole thing into Photoshop and digitally cut the pages the way you want them.

For print, you'll want to hide that black background. If you're hand-cutting the result, good luck; if you intend to have a shop print this, you'll need to talk about the most cost-effective die-cutting options they have. Some shops have a set of standard sizes and shapes and who knows, they might have done an 8" circle or whatever and have the die on the shelf.
