Image placeholder on Master page placed at the back of grouping

I have a graphical grouping on the master page with a large image placeholder at the back.  When I place the image it is not staying at the back and is covering up the other graphics in the grouping.  Is there something simple to select to avoid this?

I have done some of the things I found on previous chats.. but nothing about layered position.

  1. Create Layers in your document, at least 3:
    Background which should always be behind everything as background images or color frames. 
    Content 
    Top: Objects which should always be visible, like page numbers
  2. Put those frames on the background layer.

There are several situations, when you cannot palce an image in an existing frame:

  1. The frame might have a content, like a text (or is converted to a text frame) and you want to import an image file.
  2. There is another invisble frame covering the whole page.
  3. Layer or frame is locked.
  4. In the master/parent menu exists an option to not allow overrides. If this active, you cannot alter it on the pages.
