Indesign 16-page layout inside down layout

My client wants me to create a 16-page "newsletter". The newsletter consists two 8-page sections. i'd call one Elegant Car 1 and the other Elegant Car 2. Elegant Car 1 consists of 8 pages. If you turn the page around, you'd pages 9-16.

If there an easy way to create a design for this upside-down newsletter.

The printer usually does this - just provide the 2 x 8pp as separate files - I'd call it a "flipper" book but others would call it something else.

Or supply it as a 16pp file - and explain that the last 8pp needs to be imposed backwards to make the flipper book.

Briefly - do 2 different files, imposition will do for you your print-house.
