InDesign can not open library because its already open

I get this everyday "InD can't open library because its already open." I've seen past post about this and I've tried the suggestions they only work for a couple of days. This doesn't stop my work flow it just very annoying. I'm attaching a screen cap of what I'm seeing under "Window." Some of my libraries are list 2 and three times. I have dumped my preferences (this is a pain, I loose my settings) as well as the cache. These libraries at stored locally on my computer. I'm running MAC OS 10.14.6 and InD 16.2.1. Before you tell me to update my InD, I can not because of another issue using CC Libraries (a whole different issue). Thank you advance for any help you can give.

What if you quit InDesign; move or rename the libraries; then start ID again?

Yes I have. Then it starts happening al over again.
