InDesign how to put border around a table?

I have a Table Style with an orange border.

 

My Cell Styles have a thin white stroke or a thin black stroke.

 

I was hoping the Table Style would add an orange border to the outside of my table. But it doesn't. It appears that the the Cell Style over-rides it. So I end up with this:

The cell on the left has a white stroke. The cell on the right a black stroke. And so I end up with a step down on the black stroke.

 

I was hoping the Table Border would over-ride the cell strokes and put an orange border all the way around my table.

Done some more research and it seems this is a bug. https://indesign.uservoice.com/forums/601021-adobe-indesign-feature-requests/suggestions/35485339-ma...

 

With Cell strokes overriding Table Border. I have a lot of tables to format and can't manually change the stroke on every outside cell.
